①Japan‘s prime Minister announced plants to cut the consumption tax on food to 1%.(ニュースやX向け)
②The Japanese government is planning to cut the tax on food to 1%.(友達との会話)

・”their” を付けないのは、indefinite(新情報)のまま提示したいから

・消費税
the consumption tax on + 対象(最も応用が利く)
the tax on + 対象(会話で非常によく使う)

・税については、”reduce”も使われるがややフォーマルで、”cut”の方がよく使われる

Why plans, not a plan?

<複数形の機能は3つに分かれる>
①数えられるものを数える。例:I have three pens.
②中身が共有されていないまま存在だけ示している。
③単数と別概念になる。 例:manner(方法・様子)と manners(礼儀作法)

上記のannounced plantsは、②の用法で、まだ中身が語られていない状態。
つまり”announce plans to…” の “plans” は、カウント可能な名詞でありながら、この文脈では「数えるモード」ではなく「存在を示すだけのモード」で使われている

実際のニュース記事を追うと、下記のパターンが多くみられる。
Apple announced plans to expand production…(冒頭・意図の報告)
Under the plan, the company will invest $2 billion in…(後続・内容の説明)

Do you have any plans for the weekend? となるのも②の中身が語られていない状態だから

<a planを使用する場面>
基本原則は、中身がすでに(ある程度)輪郭を持って語られる、または語られようとしている場合に使われる

1.これから聞き手に具体的な内容を説明する時
I have a plan to reduce costs by 20% this year.
Let me explain a plan for the project.

2.複数の案を比較したり、選択肢として扱ったりする場合
We need a plan B. (代替案)
This is a good plan, but let’s consider alternatives.

3.「思いつき」「アイデア」レベルの単発の案を指す時
I have a plan! (何か思いついた、というカジュアルな場面でも使う)

4.制度化された、名前のある計画を指す時
a 5-year plan
a business plan
The government submitted a plan for pension reform.
→ 100%確定した内容ではなくても、提出された時点で、その計画には具体的な項目・条文・数字がすでに含まれている(輪郭をもって存在している)
